Sirs:
Referring to office letter to you of the 23rd ultimo, relative to an investigation of the Agencies to an investigation of the Agencies in Arizona and New Mexico, I have now to state that the interests of the service require your attention to the Utes and their Agencies in Colorado after you have completed the examination referred to in said letter. The office is in receipt of numerous communications from citizens of Colorado and others complaining of the various bands of Utes belonging to the three Agencies in that Territory who are off the reservation and it is feared that an outbreak may occur sooner or later, unless some plan is devised to bring them upon the reservation and under due restraint the War Department has been
