  • The Annuities are employed in loans to the people for improving their lands: In fees to Lawyers, for entertaining the Indian Rights under the United States Laws against those of the separate States: And the loans do not diminish the annuities but increase their value: for they are always unpaid and well secured: Every repeated attempt to make them useless by scattering them among individuals has been protested against by assemblies at every call increasing in numbers and unanimity. Divided the annuity would not amount to 37 1/2 cents, each share-holder; and to protect against the division each Indian will expend four or six dollars, travel far, and endure much fatigue as well as much loss of time.
