Was any separate appropriation ever made to pay the reservations engaged in Article 13 of the Treaty, to be paid for independently by the United States, because "only a just fulfilment of former Treaty stipulations."? To what extent have those reservations been paid for, and if not by an express and independent appropriation, out of what fund?
