This Example, which is richly deserved by them, will have a more wholesome effect upon other tribes, and may lead to quiet on the reservations, and a cessation of marauding on the adjacent frontiers of Texas, and probably avert a great Indian war. From your long acquaintance with the Kiowas, I am sure, you will not think, I have exaggerated their bad qualities, or their disposition and ability to keep up a war, when they can, and see no remedy for it, except in carrying out my recommendation, which I think entirely practicable and far from any element of cruelty. If you concur in this, I hope the necessary (authority) may be obtained from the president, to carry it into effect. If not approved, I hope some other effectual plan may be substituted for it. Sir:
I have delayed as long as possible, starting the troops from Mckavett and Concho, expecting the arrival here of the necessary teams. They have not yet arrived, and I send to-day what teams are at this Depot - Eleven -, the others must come from McKavett and Concho, Eleven from the former and ten from Concho. These teams and the command from McKavett should reach your post by twentythird or twnetyfourth, and the troops from you post be ready to move as soon as they arrive. Lieut. Col. Shafter may precede his command to arrange for his supplies, &c., and I wish you - as I do not doubt you would anyway - to assist him all you can, in getting well off. An ambulance must also go from your post. Please have citizen teamsters for teams going out and direct your Commissary to have sufficient beef Cattle for thirty days ready, to drive with the command, and to hire necessary herders and butchers. Please also report, what transportation you will have left at your post and what additional will be required for the diminished garrison.
