I have the honor to enclose you herewith a Certificate of disability in case of Major DeWitt Clinton, Judge Advocate of this Department. He has been unable to attend to his duties but a small portion of the time I have been in command of the Department, and the Surgeon now certifies that he cannot stay with impunity longer in this climate. My own opinion coincides entirely with the Surgeon's in this particular, and as Major Clinton has served in this Department nearly four years, I respectfully recommend that he be ordered to some Northern station, and that another Judge-Advocate be sent to replace him at these Headquarters.
