Our letters crossed. Perhaps I could combine comment on Merriams "Making of Citizens"

& "Citizen Cole of Chicago" in a double-header under some such title as:

"Making Citizens and A Self-Made Citizen"

Should Not underline Swope & ?nng /underline be played up ^ by the most outstanding Economist available as putting Industry to the underline test /underline of its competence to ?em life? If so, the details of their challenge, eg. the mechanism of industrial insurances, its costs & who should bear the cost &c, should not overshadow these underline main /underline contentions that Industry should carry its own risks & fulfill its primary purpose to "serve the ^needs of the people." Much comment so far ^ over emphasizes side tracks - crossed out the changeable circumstantials ^ & side tracks the essential significance of this boldest demand on capitalistic industry to change radically or be superseded.
