TUESDAY, FEBRUARY 3, 1863. Went to Congress. McDougall of California was making a speech in the Senate on the French-Mexico question. The bill for the great western canal was before the House. Also the Submarine cable bill.

WEDNESDAY 4 Lieut. Dalgleish returned, but did not bring any thing for me About 3 inches of snow on the ground

THURSDAY 5 I have heard that they have a company of 100 negroes raised in the city to be ready when the bill for arming them passed the Senate. Cant say whether it is so, or not.
