Dear Sir:
I have the honor to acknowledge the receipt of your letter of the 11th inst., enclosing one from Judge Newcomb of the El Paso State District Court, complaining of the conduct of Capt. Bentzoni, the Officer Commanding at Fort Bliss, Texas, for alleged interference with Officers of the Judge's Courts, when in the execution of their offices, and asking that he be removed to some other Command. On the 9th inst., orders were issued from these Headquarters, making changes of troops at a number of posts in the Department, and among others at Fort Bliss, by which Capt. Bentzoni, is superseded in command of that post by Major Morrow, 9th Cavalry. It is proper for me to observe, that the transactions complained of, occurred before my arrival in the Department, and that I am not sufficiently familiar with them, to pass judgment upon the parties engaged therein. I desire the maintenance of the most cordial relations between the troops in this Department and the people in their vicinity, and trust that nothing will occur on our part, or theirs, to prevent the consummation of so desirable an end.
