                 I spoke with Genl Potter this morning in reference to the subject of my last letter to you, and am induced by his approval & advice to write again.  As temporary Commander of this post, I feel a hesitation in making any radical changes, exactly as if in Comd. of any Regt. while the true & proper Commdr. was on a      leave.  Again I am not quire sure of my ground,  The Qr. Mrs. Dept has in the last few years made such strides toward independence of all Line [underline] Commanders that I am not yet satisfied as to what is expected or required or me/us.  In old times orders were given to post Quarter Masters through Post Commanders.  Now orders come direct to the post Quarter Master, sometimes con    orders issued by me/us.
