see the President, but he is out of town. The Army bill agreed upon by the Conference Committee has not yet passed the Senate and there is a belief by some that it will not pass. I believe it is to be considered in the Senate on Tuesday the 5th.

    I hope to leave here for Philadelphia on Tuesday night.
    Gen'l. Thomas asked me about the killing of those mule thieves and if any report had been made of it.  I told him you had made a report to Dept. Hd.qrs. and I believed Major Yard had also.    He said he had not yet seen the reports.
