A declaration is made by the general assembly of the people, both eastern  & western, George Guess signing on behalf of the eastern Cherokees & Capt; Busheyhead on behalf of the western;- and also by the eastern Committee Council & Chief.-- It set forth that a General Council of the Eastern &Western Cherokees has been convened & is now in session for the purpose of effecting a re-union of the two branches of the Cherokee family & of taking  preliminary measures for the establishment of a new government:- that the proceedings of the representative branches
