Summery.
gone, the outstanding private claimants are forthwith turned from our nation to their own, for payment. The United States, instead of continuing, as pledged, to pay the individual Cherokees, send a part of these individual Cherokees to be paid with what is already theirs upon another score, as participants in the common wealth. Thus, in short, while the private claims of some private Cherokees, are paid by the United States, others, though equally due from the United States, are paid by the Cherokee nation, whose claim then, collectively, for whatever is so advanced by them to us out of the purchase money of their country east of the Mississippi, revives and must be satisfied.
I regret that I have not been able to state my impressions of this case in fewer words. I regret still more, that, even from the mere glimpses to which the want of access to authentic sources of information circumscribes me, it should appear so plainly that the whole execution of the treaty has been huddled up by mismanagement into a chaos, leaving the vexed Cherokee question, and the vast claims under it, after an immense expenditure, unsettled still, and of growing urgency
