& economic power, would be more arbitrary, & despotic, then any government humanity has been obliged to witness, these many centuries. I am well aware, that such is not the theory. But untested theories of government, are no more reliable, than haphazard conjectures. There could hardly be a theory of government designed more favorably for the government, than that of the U.S. & see into what a corrupt plutocratic despotism it has worked out!  Socialism, like freemasonry & religion must first be established in the hearts of people, after that it will need no coercion, will be carried on by voluntary cooperation.
 I believe you & I & all who long for the universal rule of justice, will have to be patient, for many, many generations, while natural selection is slowly preparing our race for

its higher destiny. In the meantime municipal ownership may have to run its fitfull course of slow advances & sudden retrogressions, the same as all progress. We are the products of the Universe & while intelligence, industry & cooperation can modify our environment, we are yet largely subject to it. -

So long as government is sustained, by the organized means for wholesale assassination, so long as the vast majority admire & desire to imitate successful plunderers, & hold in contempt the financially unsuccessful person of high moral ideals, displayed in contract rather than profession, so long it will be unsafe to add so enormously to administrative power, as the socialist theory even would demand & there is power can always conde? the logical outcome of any theory, if they have but the character for evasion.
