  By virtue of the power and authority vested by Her Most Catholic Majesty the Queen of Spain in His Excellency Don Luiz Fernando Cordova, __ General-in-Chief of the Armies of Operations and Reserve__to confer on the Officers and Soldiers under his orders, the First Class of the Royal and Military Orders of St. Ferdinand and Isabel 2d, for meritorious conduct before the enemy__ and having also by virtue of the said Authority of Her Catholic Majesty power to delegate the same faculty of bestowing these Insigniae of merit to me as Commandant_ General of the British Auxiliary Legion.
