States that several affidavits have been made before the Mayor of Sitka, which he wishes to present in the Court of San Francisco, where his lawsuit against A. Schmiddberg is pending. Being adviced that it would strengthen his cause he requests that Gen. Davis, as Mil. Commandant would certify that the City Government of Sitka was properly organized and that the Mayor was properly elected and had full authority to act as such. Request also, that Gen'l Davis may furnish him with a certificate, that private N. [[Topoff?]] is a reliable and trustworthy witness
