Can you conveniently enable me to answer them? I have the honor to be, Dear Sir Most respectfully yours John Howard Payne. Was any separate appropriation ever made to pay the reservations engaged in Article 13 of the Treaty, to be paid for independently by the United States, because "only a just fulfilment of former Treaty stipulations."? To what extent have those reservations been paid for, and if not by an express and independent appropriation, out of what fund?
