It must commence in that part of the territory, which has been granted or sold by the States to whose jurisdiction, it belongs, in order that the several proprietors of the land may be put in possession of their estates with as little delay as possible. These proposals have been laid before Congress for the purpose of obtaining such legislative provisions as they require : but it is not intended thereby, to retard the execution of the Treaty, and you will therefore pursue the measures you have already adopted, until the Agents of the Nation are ready to take charge of the future Emigration of their people; nor will you permit any unnecessary delay in your operations.
