Sir:

            I have the honor to acknowledge the receipt of your communication of the 17th inst., and in reply, the Department Commander directs me to inform you that he has no authority to make any arrangements with the Indians referred to.
            He further directs that you should meet them and ascertain when and where they wish to go and whether or not they can transport themselves, also if the Lepans will join them, and if they intend to go to the Indian Country, in case the Government consents.
            Your communication will be forwarded for instructions.
