                  The Company of Cavalry, heretofore stationed in this city, started yesterday for Fort Brown direct.  Since receiving these reports, I have changed its route to via Forts McIntosh and Ringgold Barracks.
                   The Commanding Officer has orders to Endeavor in every way to learn if there are any armed bodies of Mexicans this side the Rio Grande, and in case there are, to arrest and disarm them and turn them over as prisoners at Ringgold Barracks.
                   During the present troubles in Mexico, whichever party is defeated, seek safety in flight to this side.
      They conceal their arms before crossing and wait for a favorable moment to return and seize them, and take another chance for success.   Besides the Cavalry Company sent to Fort Brown from here, I have directed the Commanding Officer Fort Brown, to mount one of his Infantry Companies, as soon as horses can be obtained.  A Company of the 9th Cavalry will also be ordered to Ringgold Barracks.
                     These, if properly managed, may diminish the number of these irregularities, but cannot - I fear - wholly prevent them.

                                                  Until the Cavalry or your mounted Company is available, you had better station a Company of Infantry at some point above near the river and favorable for intercepting parties coming from Mexico, and preventing armed parties crossing from this side - arrest and detain all such parties.
