The United States purchased Louisiana from France, taking formal possession on 20 December 1803; boundaries were not clearly defined, but included the western half of the Mississippi drainage basin (from the Mississippi R. to the Rocky Mts.). (Parry, 57:27-40; Van Zandt, 23-26)

The United States created the District of Louisiana from the part of the Louisiana Purchase north of 33 degrees north latitude, the limit of the present state of Louisiana (then New Orleans Territory); the district was not fully organized as a territory and was attached to Indiana Territory. NEW MADRID exchanged with Arkansas Territory; the southern part of LAWRENCE (original), part of Non-County Area 1, and all of the Quapaw Indian Reservation became part of Arkansas Territory. Missouri legislature extended CLARK's boundary line north of the commonly accepted boundary between Missouri and Iowa Territory (the Indian boundary line established in 1816); the extension overlapped Iowa's VAN BUREN, and created a dispute finally settled in Iowa's favor by the U.S. Supreme Court in 1849.
