King Charles II granted a new charter to the proprietors of Carolina, expanding its jurisdiction north and south. New boundaries were: on the north, a line from the north end of Currituck R. westward to "Wyonoak" Creek and thence due west along the parallel of 36 degrees, 30 minutes north latitude; on the west, the Pacific Ocean; and on the south, the parallel of 29 degrees north latitude. The new northern line implicitly redefined the southern limit of Virginia (including present Kentucky) as the parallel of 36 degrees, 30 minutes north latitude, and, although this definition has not changed to the present, attempts at demarcation have produced an unusually irregular boundary. [1779-1780] Commissioners from North Carolina and Virginia demarcated their boundary from Cumberland Mt. Westward to the Tennessee R., which became part of the modern line between Kentucky and Tennessee. This boundary line is irregular and runs from 5.75 to 12 miles north of the parallel of 36 degrees, 30 minutes north latitude, as prescribed in 1665; that irregularity apparently was the result of accommodating local property owners near the line. Kentucky District (Va.), a special judicial district, was created to serve Virginians living west of the Allegheny Mountains. Its extent was described only in terms of the counties it encompassed: FAYETTE, JEFFERSON, and LINCOLN. This district became the state of Kentucky in 1792. (Hening, 11:85)

Commissioners from Great Britain and the United States signed the Treaty of Paris (ratifications exchanged 12 May 1784), ending the War of the American Revolution, recognizing American independence, and defining U.S. boundaries. The new national limits were the St. Croix River-Atlantic watershed-45th parallel-St. Lawrence River-Great Lakes-Lake of the Woods line on the north; the Mississippi R. on the west; and the Floridas on the south. Virginia ceded to the United States its charter claims to territory "northwestward of the river Ohio," thereby setting the north bank of the Ohio River as the northern and northwestern limit for present Kentucky and West Virginia, a boundary that has remained unchanged to the present.
